How long should the retainer run?

A 6- to 12-month term works best, so architecture review, roadmap decisions, vendor review, and governance can mature. Terms can be reviewed as the roadmap settles.

Can this include implementation oversight?

Yes. Oversight can be included for approved work, but hands-on implementation remains separate unless the SOW includes it.
